From 2026, several significant changes will affect foreigners living in France regarding residence permits, naturalization, driving license exchange and student housing assistance. These adjustments are part of a budget revision and administrative services reorganization for foreign residents.
<h2>Changes Affecting Foreign Residents</h2>
<ul>
<li>Significant increase in administrative fees: The right to stamp for naturalization will increase by 200 euros. This fee will be added to the existing costs for nationality application procedures.</li>
<li>Residence permit fees will also increase. The standard fee will rise by 100 euros, and the reduced fee, often applied in specific cases, will increase by 50 euros.</li>
<li>A fixed fee of 40 euros for exchanging a foreign driving license for a French one is also planned.</li>
<li>Temporary residence permits, issued while waiting for a case to be processed, will now be subject to a fee of up to 100 euros.</li>

The new law aims to regulate short-term rentals on territories. Some local officials believe that short-term rentals and vacation rentals disrupt the rental market and reduce the availability of housing for habitation.
